Progetto di sostegno all’inclusione sociale e lavorativa di titolari di protezione umanitaria e per casi speciali, in seguito al DECRETO-LEGGE del 4 ottobre 2018, n. 113 attraverso una soluzione abitativa.

La casa di Adama è un appartamento situato a Bibbiena, con cui Tahomà vuole offrire un sostegno concreto a tutti coloro che non hanno più accesso alla seconda fase dell’accoglienza, per effetto dei cambiamenti normativi apportati dal D.l. 113/18 (cd. Decreto Sicurezza). L'intervento legislativo, infatti, ha eliminato una delle tre forme di protezione cui i richiedenti asilo potevano aspirare: la protezione umanitaria, oggi sostituita dalla protezione per cd “casi speciali”. L’iniziativa si rivolge ai titolari di protezione umanitaria ed ai nuovi titolari “per casi speciali” che, a partire dal 05.10.2018, a differenza di rifugiati e titolari di protezione sussidiaria per cui la possibilità è stata mantenuta, non hanno più diritto ad entrare nel circuito dello SPRAR.

Attraverso una sistemazione alloggiativa ed un supporto legale, sanitario e lavorativo, si intende dare un immediato appoggio a chi non avrebbe più un punto di riferimento nel territorio italiano. Tale intervento si pone, inoltre, l’obiettivo di anticipare e contrastare le conseguenze negative che tale cambiamento produrrà: un problema di sicurezza pubblica (chi si ritrova senza punti di riferimento potrebbe essere costretto ad adottare stili di vita nocivi per sé e per una sana convivenza civile) ed un aggravio dei costi pubblici (le amministrazioni comunali potrebbero doversi far carico della condizione di indigenza dei titolari di protezione umanitaria che hanno preso la residenza nel Comune).

Tahomà individua i beneficiari del progetto basandosi sul percorso di integrazione intrapreso durante la prima accoglienza, in quanto crede che un’opportunità di sostegno e di ulteriore appoggio debba essere proposta a chi veramente ha dimostrato di integrarsi sul territorio. Tale criterio non è esclusivo, la Casa di Adama è aperta a chiunque si trovi in questa particolare situazione di disagio.

Adama's house is an apartment located in Bibbiena, with which Tahomà wants to offer concrete support to all those who no longer have access to the second phase of reception, due to the regulatory changes made by Legislative Decree. 113/18 (so-called Safety Decree). The legislative intervention, in fact, eliminated one of the three forms of protection to which asylum seekers could aspire: humanitarian protection, now replaced by protection for the so-called "special cases". The initiative is aimed at humanitarian protection holders and new holders "for special cases" who, starting from 05.10.2018, unlike refugees and holders of subsidiary protection for whom the possibility has been maintained, no longer have the right to enter the SPRAR circuit.

Through accommodation and legal, health and work support, we intend to give immediate support to those who no longer have a point of reference in the Italian territory. This intervention also has the objective of anticipating and countering the negative consequences that this change will produce: a problem of public safety (those who find themselves without reference points could be forced to adopt lifestyles that are harmful for themselves and for a healthy civil cohabitation) and an increase in public costs (the municipal administrations may have to bear the condition of indigence of the holders of humanitarian protection who have taken up residence in the Municipality).

Tahomà identifies the beneficiaries of the project based on the integration path undertaken during the first reception, as he believes that an opportunity for support and further support should be offered to those who have truly demonstrated their integration in the area. This criterion is not exclusive, the Adama House is open to anyone who finds himself in this particular difficult situation.
